The KEFFESO Host Communities Development Trust has announced significant progress in governance, financial oversight, infrastructure delivery and community development in 2025, with its project portfolio achieving 78 per cent execution.
Presenting the Board of Trustees’ report at the Trust’s 2025 Annual General Meeting in Yenagoa, Bayelsa State, the Board Secretary, Dr. Matthew Sele-Epri, said the Board strengthened oversight through regular meetings, committee reviews and monitoring of the approved workplan and budget.
“The Board provided strategic direction and exercised oversight through its meetings, committees and engagements with the Trust’s statutory and operational structures,” Sele-Epri said.
He said the Trust also strengthened the oversight roles of its program oversight: Monitoring and Evaluation Committee; Advocacy, Communications, Partnership and Stakeholder Management Committee; and Finance, Accounts Audit and Risk Management Committee.
According to him, progress was recorded in procurement, recruitment, grievance management, stakeholder engagement, project delivery, HSE standards, ethics, budgeting and financial management.
He noted that while Forvis Mazars was appointed external auditor and the Trust completed its registration with the Financial Reporting Council of Nigeria, Vetiva Capital and FBNQuest were also appointed to manage approved naira and dollar reserve investments.
Sele-Epri said the Board was satisfied that management operated substantially within its mandate, workplan and budget, while noting the need for improved information flow, performance appraisal, early risk escalation, reporting, timely delivery, prudent resource use, community participation and sustainability.
The Board subsequently endorsed the Management Implementation Report and audited financial statements for presentation at the AGM.
Chairman of the Board of Trustees, HRH Moses Theophilus, said 2025 was marked by institutional consolidation and measurable progress across the 11 KEFFESO host communities.
He disclosed that the Trust supported 258 education, health and water-service personnel, profiled 229 persons living with disabilities, and enabled 40 young people to access opportunities under the Federal Government’s technical and vocational education initiative. Theophilus further disclosed that it also facilitated scholarship, employment and contractor-registration opportunities through industry relationships.
“Stewardship requires us to manage the Trust’s resources prudently, make decisions transparently and remain answerable to the communities whose aspirations we represent,” Theophilus said.
On infrastructure, he said all four legacy concrete-road projects inherited from the GMoU framework had been completed, while five solar-powered industrial boreholes were delivered and water facilities in four communities maintained.
Furthermore, he stated that the 2025 projects are currently ongoing across the 11 communities and the permanent site of the KHCDT. Overall project execution stood at 78 per cent.
The chairman also highlighted FIRST Exploration & Petroleum Development Company Limited’s 2025 medical outreach, which reached 3,871 beneficiaries and distributed 916 pairs of eyeglasses, as well as the K-yan digital education initiative implemented with the Nigerian Content Development and Monitoring Board.
However, Theophilus acknowledged delays in procurement, contractor performance and HSE compliance.
KEFFESO represents Koluama, Ezetu, Foropa, Fish Town, Ekeni, Sangana and Opu-Okumbiri/Okumbiribeleu/Oginibiri. It is the Host Community Development Trust of the NNPC Limited/FIRST Exploration & Petroleum Development Company (FIRST E&P) Joint Venture, operator of PML 53 and OML 54.

Minister of Power, Mr. Joseph Tegbe, has directed stakeholders involved in the ongoing investigation into energy accounting discrepancies along the 132kV Ikorodu–Sagamu transmission corridor to be transparent.
The minister gave the directive during a high-level stakeholders’ meeting convened by the Nigerian Independent System Operator (NISO) with electricity customers, generating companies, and relevant sector institutions operating along the corridor.
The engagement followed concerns identified through NISO’s technology-based monitoring systems, which has been enhanced since 2024 to provide greater visibility of electricity flows and consumption patterns across the network.
The monitoring systems have revealed increasingly anomalous loading and consumption patterns along the Ikorodu–Sagamu corridor, with discrepancies reaching as high as 100MW, representing an estimated ₦120 billion in unaccounted energy value over a one-year period.
The concerns have prompted an ongoing technical and forensic investigation aimed at establishing the basis of the discrepancies and determining whether they arise from technical, operational, metering, or other factors.
Speaking during the meeting, the minister stressed the need for all parties to allow the investigation to establish the facts without prejudice. He warned against energy theft, meter tampering, and manipulation of electricity data, while calling on stakeholders to cooperate fully with the investigation.
The minister emphasised that the process must be transparent, evidence-based, and fair to all parties.
In his remarks, the Managing Director and Chief Executive Officer (MD/CEO) of NISO, Abdu Bello Mohammed, said the issues under investigation went beyond a routine technical matter, noting that they have implications for power system security, the integrity of electricity measurement and energy accounting, market discipline, equitable allocation of system costs, and public confidence in the Nigerian Electricity Supply Industry (NESI). He explained that the Ikorodu–Sagamu corridor had evolved into a major industrial load corridor following network reinforcement, additional transmission infrastructure, and the connection of large industrial customers, including eligible customers.
This, he said, had placed a corresponding responsibility on all participants to ensure that every megawatt and megawatt-hour entering and leaving the corridor was properly measured, accounted for, and attributable to the appropriate market participant.
Mohammed stressed that NISO was not seeking to prejudge any participant, but was focused on establishing the facts through credible technical evidence and due process.
In a statement, NISO said that some facilities had also received formal notices arising from preliminary findings requiring explanation, remediation, or further investigation. According to him, NISO has further strengthened its monitoring architecture by incorporating additional parameters, including power factor, active and reactive power components, and harmonic quantities, to assist in determining whether technical or measurement-related factors may be contributing to the discrepancies. The NISO chief executive called for the full cooperation of all stakeholders, particularly in providing access to facilities, meters, operational records, and relevant historical data required for the investigation.
